摘要:
重大危险源管理是危险化学品企业安全管理工作的重要内容,国家出台和修订了一批重大危险源相关的法律、规章、文件、标准等,对重大危险源管理提出了明确、细致的要求。汇总并分析了国家对重大危险源管理的相关要求,在广泛调研的基础上研究了危险化学品企业重大危险源管理存在的共性问题及其产生原因,提出了规范化的基于内容的危险化学品企业重大危险源管理方法,详细介绍了该方法的基础、框架和与其他安全生产管理工作之间的关系,并应用该方法对企业重大危险源管理工作提出了解决问题的对策和建议,实现重大危险源的动态管理,能够提高企业重大危险源管理水平和效率。
Abstract:
The major hazard installations management is the important content of safety management for dangerous chemical enterprises. The government published and revised a number of laws, regulations, files and standards that related to the major hazard installations, which made clear and detailed requirements. The requirements of the major hazard installations management were summarized and analyzed, the common problems in dangerous chemical enterprises and the causes of these problems for the major hazard installations management were researched based on extensive investigations. Based on the above research and analysis, a kind of normative major hazard installations management method, based on the content, for the dangerous chemical enterprises was studied. The foundation, frame and relationship with other safety managements were described in detail, and a set of countermeasures and suggestions on the major hazard installations management for the dangerous chemical enterprises were given in this paper. This method integrates the classified basis of the major hazard installations management, considers the dangerous chemical enterprises management program for work safety, and manages the major hazard installations management dynamically. Using this method, not only the major hazard installations dynamic management will be implemented, and the major hazard installations management level and efficiency for the enterprises can be improved.
