摘要:
随着民航业的迅猛发展,风险管理在保障管制系统安全运行方面发挥着越来越重要的作用,危险源识别的有效性会直接影响风险管理的可靠性。借鉴ISO9000质量管理体系的思想,以过程作为危险源的基本单位,识别出管制系统运行中的过程,进而构造出管制系统运行中的潜在危险源集合。引入雷达图法并改进其画法,提出用周长来度量面积的方法对评价向量进行改进,提高评价结果稳定性。根据管制系统运行的特点构造了危险源评价函数和识别方法。通过识别算例定量地从潜在危险源集合中识别出危险源,从而验证了该识别方法的可行性和有效性
Abstract:
With the strong development of civil aviation, the risk management now plays more and more important role in the protection for the safe operation of ATC (Air Traffic Control) system, and the effectiveness of hazard identification can directly affect the reliability of risk management. Learning from the idea of ISO9000 quality management system, the process could be thought as the basic unit of hazard. Firstly the processes of ATC system operation could be identified, then the potential hazard collection of ATC system operation could be established. The radar chart was introduced into this paper and the technique of painting of radar chart was improved based on the features of ATC system operation, and the method of measuring area by the perimeter was put forward to improve the evaluation vector in order to adapt itself to ATC system, as a result, the stability evaluation results was improved. According to the features of ATC system operation, the hazard evaluation function was established, and identification method was also constructed based on the two evaluation vectors .Through an example of identification, hazards could be quantitatively identified from the potential hazards collection, so the recognition feasibility and validity of the method were verified.
