摘要:
为达到帮助应急决策机构能迅速高效地完成天然气管道事故应急救援方案和行动的目的,运用UCINET软件对天然气管道应急体系的网络结构进行优化。通过分析应急指挥体系的自组织特性、控制特性和不确定性,参考美国卡特里娜飓风事故的应急救援组织网络,借助UCINET对天然气管道事故应急救援体系中的组织部门程度、接近和中间集中性分别进行相应的计算分析,归纳总结出天然气管道事故应急过程中最重要的组织部门。通过加强重要组织部门的通讯能力,实现对网络结构的优化,为提高部门间的协作能力,快速高效地完成应急救援任务提供支持
Abstract:
In order to help emergency decisionmaking organization to efficiently complete the emergency rescue plan and operation target of natural gas pipeline accidents, the UCINET software was applied to optimize network structure of a natural gas pipeline emergency system. Through analyzing selforganization characteristics, control characteristics and uncertainty of emergency commanding system, referring to the emergency rescue organization network of Hurricane Katrina and relatively and analyzing degree centrality,closeness centrality,and betweenness centrality of natural gas pipeline accidents, the most important organizations in emergency response process of natural gas pipeline accidents were summarized. Strengthing vital organizations communication ability can optimize network structure, which improves collaboration ability between organizations and efficiently completes and supports emergency task.
