摘要:
神光Ⅲ激光装置是我国在惯性约束聚变研究领域建设的科学工程,具有涉及学科多、指标要求高、建设周期长、建造规模大等特点,其安全管理面临复杂局面。本文首先阐述了神光Ⅲ激光装置在设计、建造、运行维护阶段的安全管理。其次,结合前期工作重点提出了动态危险源辨识、科研人员安全培训、现场安全监管等三方面的问题。最后,探讨了针对上述问题的安全管理对策,提出了三纲四目制危险源辨识、以设计师为核心对象的上岗安全培训、安全监察员制度等针对性措施,为今后国家类似科学工程如何建立一种专业化、本地化的有效安全管理模式提供了借鉴,同时也为该工程下一步推行安全生产标准化建设指明了工作重点。
Abstract:
SGⅢ Laser Driver is a major scientific project which has been established for the research of Inertial Confinement Fusion(ICF)techniques,it is involved with transdiscipline,high standard,long construction period and huge investment.The safety management is faced with all kinds of complication situation. First of all, the safety management of SGⅢ Laser Driver was explored from the design phase,stage of construction and operation phase.Secondly, three special difficulties of safety management were put forward,such as the dynamic hazard resources distingguishing,the safety training on scientific researchers and the onthespot safety supervision.Finaly, some resolution on how to improve the localization management countermeasures were proposed,such as hazard resources distinguishing of 4 order in 3 class,prejob safety training with designer and safety inspector system. This thinking on how to establish the specialization and localization of safety management for similar projects is valuable,at the same time,it has shown clear key works for work safety standardization of SGⅢ Laser Driver in the future.
