摘要:
针对目前我国高校应对突发公共事件能力不高的问题,应用霍尔三维结构,对时间维、逻辑维和知识维三个维度综合分析,利用指标体系构建的各种方法和工具建立了从应急管理全过程出发、遵循指标体系构建过程的能全面反映高校应急管理能力水平的评价指标体系;应用G1法对应急管理能力的各评价指标进行赋权,确定各指标的权重;利用专家打分法并结合实例对天津市某高校的应急管理能力进行评价并根据评价结果有针对性地提出完善措施和建议。
Abstract:
High-level emergency management capability is critical to control the emergency incidents,to reduce loss of life and property and to safeguard the normal order of universities.Aimed at the problem that at present the university public emergency management capability in China is not high,in this paper the evaluation index system for university emergency management was established through the application of Hall three dimensional structure which made a comprehensive analysis of time dimension,logic dimension and knowledge dimension.The method used various methods and tools,followed the establishing procedure of indicator system from the process of emergency management.Then G1 method was applied to empower each index,combined expert scoring method with an example to evaluate the emergency management capability of an university in Tianjin.According to the result some measures were put forward to improve its capability.
