摘要:
为能够准确评估城市轨道交通运营应急能力的现状,识别运营中存在的问题,降低运营事故带来的损失和影响,提出涵盖组织建设、预案管理、资源保障、监测预警、响应处置与事后评估的城市轨道交通运营应急能力评价体系,结合AHP(层次分析法)-CRITIC(客观赋权法)综合赋权法与TOPSIS(优劣解距离法)模型实现指标权重的科学确定与综合评价。研究结果表明:通过对3条地铁线路的实证分析发现,应急响应、预案管理和监测预警是影响整体能力的关键要素,3号线表现最佳,2号线相对较弱,验证了综合赋权与TOPSIS方法在量化识别运营应急能力短板的有效性。研究结果可为轨道交通运营单位提升应急能力提供数据支撑。
Abstract:
In order to accurately assess the current state of urban rail transit operational emergency response capabilities,identify existing problems during operation,and reduce the losses and impacts caused by operational accidents.This study constructs an evaluation system for urban rail transit operational emergency response capabilities,encompassing organizational structure,emergency plan management,resource guarantee,monitoring and early warning,response and handling,and post-event evaluation.The AHP-CRITIC (analytic hierarchy processcriteria-importance through intercriteria correlation) integrated weighting method and TOPSIS (technique for order preference by similarity to an ideal solution) model are combined to scientifically determine indicator weights and conduct a comprehensive evaluation.The research results show that through empirical analysis of three subway lines,it is found that emergency response,emergency plan management,and monitoring and early warning are key factors affecting overall capabilities.Line 3 performed best,while Line 2 is relatively weaker.It validates the effectiveness of the integrated weighting and TOPSIS methods in quantitatively identifying operational emergency capability deficiencies.These results provide data-driven support for rail transit operating entities seeking to enhance their emergency response capabilities.
