摘要:
为解决我国大中型企业安全生产管理体系运行驱动力和支持不足的问题,从控制和合规的视角,一方面基于STAMP模型构建分层安全控制结构及其过程模型,阐述安全控制和全过程支持的动力机制;另一方面明晰我国大中型企业安全生产管理中党建引领、领导作用、组织管理,及其人、财、物、技术、信息和文化等方面保障支持的法规依据,进而提出具有中国特色的“领导(lead)-支持(support)-策划(plan)-实施(do)-检查(check)-改进(act)”(LS-PDCA)体系运行模式。该模式强调充分发挥各级领导的关键作用,强化全过程、全方位的支持,深度驱动PDCA循环管理流程稳健运转。研究结果表明:LS-PDCA丰富和发展了传统的PDCA循环管理流程及其内涵。研究结果可为完善中国特色安全生产管理体系提供理论参考。
Abstract:
In order to address the lack of driving forces and support for the operation of the safety management system in large and medium-sized enterprises in China,this study adopts control and compliance perspectives.On the one hand,a hierarchical safety control structure and its process model are built based on the STAMP model,and the driving mechanism of safety control and full-process support is explained.On the other hand,the regulatory basis for the Party-building leadership,leadership roles,organizational management,and the support provided by people,finance,material,technology,information and culture are clarified in the safety management of China’s large and medium-sized enterprises.Consequently,a “lead-support-plan-do-check-act” (LS-PDCA) system operating mode with Chinese characteristics is proposed.This mode emphasizes the critical roles of leaders at all levels,strengthens comprehensive support throughout the entire process,and deeply drives the robust operation of the PDCA cycle management process.The results indicate that the LS-PDCA mode enriches and develops the traditional PDCA cycle management process and its connotations.The findings provide a theoretical reference for improving safety management systems with Chinese characteristics.
