摘要:
为推进危险化学品安全监管重点工作,填补新疆维吾尔自治区和新疆生产建设兵团(下文简称新疆)危险化学品事故统计及分析数据空白,对1988—2023年的新疆危险化学品事故相关情况进行收集并研究分析。从时空分布、特征分布、事故类型分布、事故等级分布以及事故原因等方面分析新疆危险化学品事故特征和发展趋势,用灰色关联分析法研究事故季节特征分布。研究结果表明:事故集中发生在北疆地区;事故类型以爆炸、中毒和窒息为主;事故集中发生在生产任务量相对较大的2—3月;危险化学品事故高发的年龄组为26~30岁和41~45岁;事故原因以人的不安全行为为主。研究结果可为危险化学品企业消除事故隐患提供相关依据,对危险化学品行业从业者及相关监管部门预防事故的发生提供参考和借鉴。
Abstract:
In order to promote the key work of hazardous chemical safety supervision,fill the gap in statistics and analysis data of hazardous chemical accidents in Xinjiang Uygur Autonomous Region and Xinjiang Production and Construction Corps (Hereinafter referred to as Xinjiang),the information related to hazardous chemical accidents in Xinjiang from 1988 to 2023 was collected and analyzed.The characteristics and development trends of hazardous chemical accidents in Xinjiang were analyzed from the perspectives of spatiotemporal distribution,characteristic distribution,accident type distribution,accident level distribution and accident causes,and the distribution of seasonal characteristics of accidents was studied by using the grey correlation analysis method.The results show that the accidents mainly occur in the northern region of Xinjiang,and the main types of accidents are explosion,poisoning and suffocation.The accidents occur mainly in the months of February to March with a huge production workload,the age range at which the accidents are prone to occur are 26~30 and 41~45 years old,and the main cause of accidents is human unsafe behavior.The research results can provide relevant basis for eliminating the accident hazards for hazardous chemical enterprises,and provide reference and inspiration for practitioners in the hazardous chemical industry and relevant supervision departments to prevent the accidents from occurring.
