摘要:
为完善场外核应急预案中的应急组织架构,保障应急管理体系的高效运行。基于我国核安全文件与场外核应急预案等资料,在考虑跨层级、跨部门、多主体参与的基础上,结合组织结构理论和权变组织理论,利用社会网络分析法构建应急组织架构评估方法。并以我国场外核应急组织架构为例,验证该方法的有效性。研究结果表明:我国场外核应急组织架构中存在应急响应主体缺失问题;信息传递集中于省联络员组,造成信息过载导致应急响应效率下降;日常组织架构向应急响应组织架构转换,需加强演习以保证快速响应。研究结果可为科学评估我国场外核应急组织架构,完善我国场外核应急体系,提供一定理论借鉴。
Abstract:
In order to improve the emergency organizational structure of the off-site nuclear emergency plans and ensure the efficient operation of emergency management system,based on the data of nuclear safety documents and off-site nuclear emergency plans in China,taking into account the cross-level,cross-department and multi-agent participation,an evaluation method of emergency organizational structure was constructed by the social network analysis method combining with the organizational structure theory and contingency organization theory.Taking the organizational structure of off-site nuclear emergency response in China as an example,the effectiveness of the method was verified.The results show that there is lack of emergency response subject in the organizational structure of off-site nuclear emergency response in China.The information transfer is concentrated in the provincial liaison team,which leads to the information overload and decreases the efficiency of emergency response.The transition from daily organizational structure to emergency response organizational structure requires the enhanced exercises to ensure rapid emergency response.The research results can provide some theoretical reference for scientific evaluation of off-site nuclear emergency organizational structure and improvement of off-site nuclear emergency system in China.
