摘要:
近年来我国环境安全事件频发,引起了社会公众的广泛关注。为进一步认识重大水污染突发事件发生的原因、演变特点和应急管理中暴露出的问题,采用对照评估等方法,以“1231”山西长治苯胺泄漏事件为例,按时间序列刻画出因果关系鱼刺图,并与七年前发生的“1113”吉林松花江污染事件进行对照评估;从网络上搜集了近八年我国发生的重大水污染事件典型案例,基于对照评估分析以及系统动力学原理,探讨了水环境污染事件的基本特征和演变规律。认为我国突发环境污染事件频频发生,严重危及人民群众安全健康,且已经触及公共安全底线。
Abstract:
For the past few years, environmental safety accidents occur frequently in China and have aroused wide public concern. In order to further understand the causes of the major water pollution incidents occurred, the evolution features and problems exposed in the emergency management, taking the Shanxi Changzhi "1231" aniline spill for an instance, by adopting the method of contrast evaluation, a fishbone causality diagram was portrayed according to time sequence, and an comparative evaluation was made with "1113" Jilin songhua river pollution incident occurred seven years ago. The typical cases of major water pollution incidents were collected from the Internet for nearly eight years in China, and the basic characteristics and the evolution law of water environmental pollution event were discussed based on the contrast evaluation analysis and system dynamics principle. It showed that emergent environmental pollution events happened frequently in our country, have cause serious damage to people's safety and health, and have touched the bottom line of public safety.
