摘要:
为科学准确地对商业综合体火灾应急预案效果进行判断,采用熵权(EW)-层次分析法(AHP)和未确知测度方法对其进行综合评估。首先从5个方面构建商业综合体火灾应急预案评估指标体系,该指标体系包括商场消防组织机构分配合理性等16个具体二级指标。然后,以3座商业综合体火灾应急预案为研究对象,进行验证分析。研究结果表明:评估案例L1、L2、L3的评估等级为优秀、优秀、良好,其中案例L3在火灾应急保障方面存在较多问题。研究结果可为城市商业综合体火灾应急预案编制以及消防管理提供决策参考。
Abstract:
In order to scientifically and accurately evaluate the effectiveness of fire emergency plan for commercial complex,the entropy weight (EW)-analytic hierarchy process (AHP) and uncertain measurement methods were used for comprehensive evaluation.Firstly,an evaluation index system of fire emergency plan for commercial complex was constructed from five aspects,which included 16 specific secondary indexes such as the rationality of the allocation of fire protection organizational structures in shopping malls.Then,the verification analysis was conducted on the fire emergency plans of three commercial complexes as the research object.Research results indicate that the assessment ratings for cases L1,L2,and L3 are Excellent,Excellent,and Good,respectively.Among these,case L3 has identified several issues in fire emergency preparedness.The research results can provide decision-making reference for the preparation of fire emergency plans for urban commercial complexes and their fire management.
